Job Description
The Information Communication & Technology (ICT) Manager will drive ZINWA’s digital transformation agenda through the development, implementation, integration, and optimisation of ICT strategies. This role exists to support secure and innovative ICT solutions, infrastructure modernisation, customer-centric service delivery, organisational performance and sustainability, ICT-enabled service delivery, data management, cybersecurity, enterprise systems, and technology-driven environments.
The ICT Manager will be responsible for formulating and implementing ICT strategies aligned with the Authority’s strategic objectives and global best practices. This includes overseeing the design and implementation of both short-term and long-term ICT infrastructure to meet current and future organisational needs. The manager will anticipate business requirements and recommend appropriate ICT solutions, systems, and innovations, as well as develop and maintain robust ICT systems that enhance business continuity and operational efficiency.
Key responsibilities also involve driving continuous improvement in ICT capabilities in response to evolving technological and business landscapes, ensuring that all ICT systems remain current with global technological advancements and standards. The role includes managing ICT-related projects, ensuring timely delivery within scope and budget, and leading budget formulation, implementation, and monitoring for the ICT function. The manager will also perform any other duties assigned by their superior.

Requirements & Qualifications
- Bachelor’s Degree in Computer Science, Information Technology, or a related field.
- Master’s Degree will be an added advantage.
- Minimum of 5 years’ managerial experience in ICT or a related environment.
- Strong project management skills with sound knowledge of ICT infrastructure, systems, and emerging technologies.
- Demonstrated leadership, analytical, innovation, stakeholder management, communication, change management, and problem-solving capabilities.
- Strategic thinking ability with high integrity.
- Commercial awareness.
- Cybersecurity awareness.
- Public-service orientation.
- Strong technology-driven mindset.
- Excellent interpersonal communication, stakeholder engagement, vendor management, team leadership, and collaboration skills.
