Food Safety Expert - Legislation Review Consultant at Community Technology Development Organisation (CTDO) – Harare
Employer: Community Technology Development Organisation (CTDO) | Location: Harare | Category: Science, Research & Development
Job Description
The Markets and Seed Access Project (MASAP) is a multi-country initiative aimed at improving food security, climate resilience, and rural livelihoods for smallholder farmers in Zambia and Zimbabwe. Implemented collaboratively by NIRAS A/S, Community Technology Development Organisation (CTDO), and the Research Institute of Organic Agriculture (FiBL), MASAP operates on three pillars: Community Engagement, Private Sector Engagement, and Action Research and Policy.
Building on successful engagements with government counterparts, particularly from Zimbabwe's Ministry of Agriculture, Mechanization and Water Resources Development, the project seeks consultancy services to review existing Food Safety Legislation in Zimbabwe. This review is critical to provide insights on food health and safety, addressing fragmentation and promoting coordinated, multi-stakeholder efforts to strengthen food safety standards.
Foodborne illnesses pose significant public health risks and economic burdens globally, disproportionately affecting vulnerable populations. Raising food safety and quality standards is foundational for Zimbabwean agriculture to become a competitive and vibrant sector that promotes trade and agribusiness. The outcome of this research will inform the Aflatoxin Working Group, tackling key challenges in groundnuts production, processing, value addition, marketing, and overall food health and safety.
The overall objective of this assignment is to review the current food safety legislation in Zimbabwe, specifically addressing issues of aflatoxins and other health-related matters concerning traditional grains and legumes consumption, certification, and marketing. Key tasks include: taking stock of relevant legislation, policies, and strategies in Zimbabwe; reviewing global best practices; undertaking stakeholder consultations on priority issues; and convening an all-stakeholders meeting to validate a draft report.
Key deliverables for this consultancy include an inception report with a detailed methodology and workplan, a desk review report incorporating global best practices, a report of stakeholder consultations on food safety policies and legislation, and a Draft Food Safety Legislation. The Consultant will report directly to the Policy and Advocacy Manager and CTDO Management.
