Chief Accountant at Zimbabwe Independent Complaints Commission – Harare

The Chief Accountant will provide managerial oversight of the Commission’s financial resources, financial reporting, budgetary control, statutory accounting compliance, and resource mobilisation.

Key duties and responsibilities include:
1. Budget Formulation and Expenditure Management: Leading the preparation, consolidation, and defence of the Commission’s programme-based budget; supervising expenditure, monitoring budget performance, and preparing justified virement proposals.
2. Financial Reporting and Statutory Compliance: Directing the preparation and verification of monthly closure certificates, ledger reconciliations, quarterly returns, and annual financial statements in compliance with IPSAS and the Public Finance Management Act Chapter 22:19.
3. Payment Verification and Cash Management: Verifying payment vouchers, overseeing electronic batch payments, validating stores reconciliations, and maintaining adequate liquidity.
4. Resource Mobilisation and Treasury Liaison: Preparing resource requests to Treasury and development partners, participating in fiscal allocation engagements, and ensuring transparent accounting for mobilised funds.
5. Audit Coordination and Team Leadership: Coordinating financial information for internal and external audits, drafting management responses, and supervising accounting staff.

- Bachelor’s degree in Accounting or Finance, or a full professional accounting qualification (ACCA, CIMA, CA(Z)).
- Current registration with a recognised professional accounting body (e.g. PAAB, ICAZ, ACCA, CIMA).
- Minimum of four (4) years of experience as an Accountant or Senior Accountant, with substantial exposure to public sector finance and reporting frameworks.
